Huai'an City, abbreviated as “Huai,” formerly known as ‘Qingjiang’ and “Huaiyin,” is a prefecture-level city under the jurisdiction of Jiangsu Province and a Type II large city. Located in the north-central part of Jiangsu Province, on the eastern edge of the Jianghuai Plain, and within the Yangtze River Delta region, it sits at the intersection of the ancient Huai River and the Beijing-Hangzhou Grand Canal, positioned along China's Qinling-Huai River line. As of the end of 2024, Huai'an City administers 4 districts and 3 counties.
Established as a county during the Qin Dynasty, Huai'an boasts over 2,200 years of urban history, with the Qinglianggang Site located within its borders. Historically, Huai'an served as a pivotal hub for grain transport and salt distribution, earning it the title “where southern ships and northern horses converge.” It housed the Jiangnan River Administration and the Grain Transport Administration. Alongside Suzhou, Hangzhou, and Yangzhou, it was renowned as one of the “Four Great Cities” along the Grand Canal. The Huai'an section of the China Grand Canal is inscribed on the UNESCO World Heritage List, cementing Huai'an's reputation as the “Capital of China's Canals.” Huai'an is a land of outstanding individuals and a birthplace of great figures, being the hometown of Premier Zhou Enlai. Throughout history, it has produced military strategist Han Xin, Hanfu master Mei Cheng, national hero Guan Tianpei, and Wu Cheng'en, author of Journey to the West.
Huai'an serves as a modern central city in northern Yangtze River Delta, a national comprehensive transportation hub, a modern industrial highland in the Jianghuai region, and a culturally charming city along the Grand Canal. It is a member city of the Nanjing Metropolitan Area and the first city to propose and promote the Huaihe River Ecological Economic Belt. As one of the primary birthplaces of Huaiyang cuisine, it was awarded the title of “World City of Gastronomy” by UNESCO and stands as one of the cradles of ancient culture in the Jianghuai Basin. Notable tourist attractions in Huai'an include the Zhou Enlai Hometown Scenic Area, the New Fourth Army Liu Laozhuang Company Memorial Park, the Huanghuatang New Fourth Army Headquarters Memorial Hall, the Former Site of the Jiangsu-Anhui Border Region Government Memorial Hall, the Li Canal Cultural Corridor, Qingyan Garden, and Huai'an West Journey Amusement Park.
